Over 35 years of experience in strengthening data and evidence eco-systems in national and international social sectors domains. Holds expertise in bridging evidence gaps, programme monitoring, designing & implementing operational research, setting up and reviewing large and medium scale M&E systems on RBM (Results Based Monitoring) architecture on right-based approaches focussing on equity, and SDG monitoring with special emphasis on gender and equity, planning and executing large scale household surveys, with pan India coverage.
Served in various senior positions in the Government of India, in different ministries for over 20 years. Served as Deputy Director General and Head of Training Academy of National Statistics Office, engaged in designing and imparting training on official statistics; Director, Human Rights Division, dealing largely as the reporting focal point to national and international laws and covenants and its compliance; Director in the Ministry of Health and Family Welfare, supervising large scale demographic surveys, programming in maternal and reproductive health, and supporting national Rural Health Mission.
Worked for over 10 years with UNICEF India, since 2011, leading data strengthening for children and women, partnering with the Government, program monitoring, and evaluation of programs, including establishing community-based monitoring; developing situation analysis; providing technical support to all UNICEF field offices on evidence gathering and programme monitoring.
Nominated to technical Committees of the Government and the UNICEF’, Nominated and supported as technical member of the SOP committee set up by the Ministry of Statistics (NSO) for improving the quality of surveys under NSO; Nominated as a technical member of the committee set up by National Statistics office for conducting Perception Surveys; Served as a member of the technical team on improving statistics for bridging data gaps for SDG reporting, especially on gender, disability and equity.
Led technical teams on household surveys like – National Family Health Survey (NFHS)/ standard DHS/MICS survey; District level Household Survey (DLHS), Rapid Survey on Children (RSOC), Coverage Evaluation Surveys (CES);
Invited to many national international organizations to speak on data governance; effective data use, bridging data gaps; steps to high-level decision-making processes with the Government as well as in UNICEF.
